Canada Express Entry Draw Open to 3,900 From All Federal Economic Programs

Canada has conducted its second all-program Express Entry draw since the coronavirus crisis took hold in March, issuing Invitations to Apply (ITAs) to 3,900 candidates to bring the total for 2020 over 61,071.

The Aug. 5 draw required a minimum Comprehensive Ranking System (CRS) score of 476, much higher than the most recent of the Canadian Experience Class draws (431), but two points lower than the previous all-program draw on July 8.

Immigration Refugees and Citizenship Canada’s decision to continue moving away from program-specific draws means Federal Skilled Worker and Federal Skilled Trades candidates were eligible for ITAs for the second time in five months.

IRCC had adopted a policy of targeting Provincial Nominee Program (PNP) and CEC candidates since COVID-19 travel restrictions were put in place on March 18.

The logic was that candidates in the two categories are more likely to already be in Canada than those coming through other Express Entry-linked programs, meaning they will not be affected by travel restrictions.

In the period from March 18 through to today, Canada has conducted 18 program-specific draws, nine targeting PNP candidates and nine targeting CEC candidates. Those draws saw 35,050 ITAs issued, including 4,185 to PNP candidates and 30,915 to CEC candidates.

Canada has now issued 61,071 ITAs so far in 2020, after issuing a total of 85,300 in 2019. IRCC broke the record for annual Express Entry ITAs in 2018 with 89,800.

Canada’s high-skilled immigration admission target for 2020 is 85,800, up from 81,400 in 2019. However, it is likely that permanent resident admissions will be affected by the COVID-19 crisis.

The latest draw includes the tie-breaking rule implemented on Feb.11 11, 2020 at 3.17 a.m. UTC, which is Feb. 10, 2020 at 11.17 p.m. EST. If more than one candidate had the minimum CRS score, only those who submitted their Express Entry profiles before this date and time received invitations.

This was the 23rd round of invitations under Express Entry in 2020 and 158th overall.

What is Express Entry?

Express Entry is an immigration system implemented by Canadian immigration authorities (IRCC) on Jan. 1, 2015 which manages skilled worker applications under Federal Economic programs. This includes the Federal Skilled Worker Program, the Federal Skilled Trades Program the Canada Experience Class and parts of the Provincial Nomination Programs.

Stakeholders expect to see approximately 30 draws and more than 80,000 invitations issued in 2020, with a majority of draws featuring CRS scores around 470 to enable Canadian immigration authorities to meet targeted annual immigration levels for 2020.
