As 2022 has come to a close, many people are looking ahead to 2023 and the expected immigration changes. With the announcement of new immigration plans for 2023-2025, updated NOC codes, and the passage of Bill C-19, many individuals are wondering what Canadian immigration will look like in 2023.

Canada’s Express Entry to See Major Change in 2023

The IRCC has stated that it intends to start holding targeted Express Entry draws in 2023. Targeted draws would allow the government to better fill specific labor shortages and target those with in-demand skills.

Bill C-19 would lay the groundwork for such targeted draws. This bill would allow candidates to be invited based on the IRCC’s groupings. This would enable the IRCC to deliberately target potential candidates on their occupation, language, and/or education in order to fill specific gaps.

The current Express Entry all program draws, according to Immigration Minister Sean Fraser, are insufficient to meet recent immigration needs. The current rules prevent Canada from bringing in foreign nationals with the most in-demand skills and experience.

The specifics of the targeted draws are not yet known, including what will be targeted and how often. However, it is predicted that these draws will begin around the beginning of 2023, but an official date has not been announced. It’s also uncertain how these groups will be classified, but it is likely that factors such as work experience, educational background, or language proficiency will be used. This could result in invitations being sent out only to people who speak French or to individuals who have experience in a specific in-demand occupation.

Canada Plans to Invite 500,000 New Immigrants by 2025

Canada intends to increase the number of immigrants entering the country in the coming years. The Immigration Levels Plan 2023-2025, which was recently released, stated that 465,000 new immigrants would be welcomed in 2023. This will likely increase further as the country sets a target of 485,000 new immigrants in 2024 and 500,000 new immigrants in 2025.

Canada’s Provincial Nominee Program 2023

The joint force of Canada’s Provincial Nominee Programs represents the only economic stream larger than Express Entry in 2023.

Through the nine provincial (and two territorial) immigration programs, Canada expects to welcome more than 105,000 newcomers.

From British Columbia in the west to Ontario and the Atlantic Canadian provinces of Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island, there are thousands of spots available for Canadian immigration in 2023.

Family Class Immigration Changes in 2023

In its Immigration Levels Plan, Canada combines spouses, partners, and children, with a goal of welcoming 78,000 such newcomers in 2023, accounting for the majority of the 106,000-strong Family Class.

The Parents and Grandparents Program in Canada operates on a lottery system, in which sponsors declare their interest in a pool and are drawn at random and invited to apply.

In 2023, Canada expects to welcome 28,500 newcomers through the program.

Since 2020, the PGP pool has not been opened to new sponsors. Since then, three batches of sponsors have been invited to apply. In 2023, Immigration, Refugees and Citizenship Canada (IRCC) may open a new window for the submission of interest to sponsor forms.
